Image to PDF turns photographs and scans into a single PDF you can email, upload to a portal or print. Each image becomes a page. You preview the pages, drag them into the right order, then download. How to combine images into one PDF

If one photo is rotated wrongly, fix rotation on the phone or crop it, then add it again. A PDF of sideways pages is the most common reason a clerk asks you to resubmit.

When to use Image to PDF versus Merge PDF
Use this tool when your source files are images. Use Merge PDF when you already have PDF chapters and only need to join them. A mixed pack — two JPGs and one PDF — means convert the JPGs here, download, then merge with the existing PDF.
Scans of marksheets should be readable. Crop waste margins with Image Crop, then convert. Dark, tiny phone photos become unreadable PDFs; retake them in better light.
File size after conversion
A dozen full-resolution phone photos can produce a PDF that exceeds email or SSC-style upload caps. Build the PDF, then open Compress PDF. Do not over-compress identity pages until you check that text and the face are still clear.
Tips for form and office use
Name the download something the portal expects, such as certificates.pdf. Keep the original images until you receive an acknowledgement. If you must delete a page later, use Split / Delete Pages rather than rebuilding from scratch.
This converter does not OCR the file. It does not make a searchable text PDF. It places images on pages, which is what most photo-based submissions need.
