35×45 is the millimetre size: 35 mm wide, 45 mm high, the same as 3.5 × 4.5 cm. Forms also write 4.5 × 3.5 cm — that is the same rectangle, height listed first. This page locks the crop to that ratio so you are not converting centimetres by hand.
It is the standard Indian passport print size and a common visa and exam print size. A 35x45 crop is not a KB limit. If the portal wants 20 KB or 50 KB, crop here then open Image Resize.
