PAN application photographs commonly use 3.5 × 4.5 cm — the same 35×45 mm crop as an Indian passport. This page starts that size. It is a face photo tool, not a PAN card print and not a new PAN from the Income Tax Department.
Older paper forms sometimes listed 3.5 × 2.5 cm. If your notice says that, switch to custom centimetres on the editor. For a layout of a PAN you already hold, use ID / PVC Layout instead of this page.

Online PAN forms may ask for a JPEG under a KB cap as well as a millimetre size. Crop here, then Image Resize if the upload is too large. Use a white background, a recent colour photo and a clear face — the same habits as a passport photograph.
